The issue with App Engine, Cloud Storage and Cloud Logging has been resolved for all affected users as of Thursday, 2020-08-20 04:12 US/Pacific. We will publish an analysis of this incident once we have completed our internal investigation.

Diagnosis: Deployment errors with AppEngine, high latencies while accessing GCS buckets and missing log entries in Cloud Logging. Workaround: None at this time.

The affected services must be fully operational for the vast majority of users and we are awaiting a full recovery in the nearest future.
